Where can I get an Emacs that can handle Chinese?

`cemacs' by Stephen G. Simpson <simpson@math.psu.edu> is a patch to Emacs 18.57 (the ctl-arrow patch) and some Emacs Lisp code that combined with Cxterm allows using Chinese characters. It is available via anonymous FTP:
